IPSA Membership Rules and Regulations

Article III : Functions of the Council and its Officers

  1. The powers and functions of the Council shall be as follows

    a. To initiate, undertake and supervise activities of the Association which are conducive to the achievement of the aims and objectives of the Association as specified in the Memorandum. 

    b. To interpret the Memorandum and Rules and Regulations of the Association subject to the provisions of the Societies Registration Act XXI of 1860, and if necessary to make, alter and repeal Rules and Regulations and to frame byelaws in order to administer and regulate the business of the Association and its chapters if any in the best interest of the Association and in pursuance of its objectives and subject to confirmation by the General Body of the Association. The byelaws amended or added shall have the same force as the Rules and Regulations of the Association.

    c. To accept and/or collect funds for the Association by way of subscriptions, donations, grants, gifts etc.

    d. to administer the funds of the Association and to make rules for the same.

    e. To make the budget and incur expenditure for conducting the business of the Association

    f. To admit members according to Article I of the Rules and Regulations.

    g. To prepare the annual statement of accounts and annual report on the activities of the Association.

    h. To appoint sub-committees, panels, etc., from amongst the members of the Association for specific purposes.

    i. To hold Council meetings as and when necessary for carrying out the business of the Association.

    j. To arrange the periodic scientific and other meetings as prescribed in Article V of the Rules and Regulations.

    k. To form a Standing Finance Committee of the Council for scrutinizing the accounts of the Association and to appoint chartered accountant(s) as Auditor(s) for auditing the accounts of the Association.

    l. To appoint an Editor and if necessary, an Editorial Board for each of the publications of the Association. The Editor(s) shall be responsible to the Council.

    m. To place at the disposal of the Editor(s) such funds as may be considered necessary for the printing and management of the publication(s) of the Association.

    n. To establish liaison with such other academic and other bodies as is considered in the interest of the Association and to decide upon the representation of the Association on such bodies.

    o. To award grants, prizes etc. for promoting the aims and objectives of the Association.

    p. To make cognizance of and to deal with any matter, affecting the Association which may be brought to its notice.

  2. The Council shall hold regular meetings at such times as are necessary to carry out the business Association.

  3. The responsibilities of the Office Bearers of the Council shall include the following in addition to those prescribed in Articles IV and V:

    A. The President shall preside over all the meetings of the Association and act as Chairman of Executive Council. Whenever it is necessary he may delegate his powers to the Vice-President. In the absence of both the President and the VicePresident the members may elect one of the Council members, who is present, as Chairman for that particular meeting.

    B. The Vice-President shall assist the President in all matters. During the periods of absence of the President from the country or his unavailability for any other reason the Vice-President shall act as the President.

    C. The Secretary shall (i) Be in charge of all correspondence and records of the Association, (ii) Convene and, as far as possible, attend all meetings of the Association and the Council and keep their minutes, (iii) Execute the programme of action decided upon by the Council, (iv) Exercise general supervision over the staff and affairs of the Association, (v) prepare annual report on the activities of the Association, and (vi) handle legal matters relating to or affecting the Association. During the periods of absence of the Secretary from the country or his unavailability for any other reason the Joint-Secretary shall act as the Secretary.

    D. The Joint-Secretary shall assist the Secretary in all matters. During the periods of absence of the Secretary from the country or his unavailability for any other reason the Joint-Secretary shall act as the Secretary.

    E. The Treasurer shall (i) Receive all the sums of money due to the Association and issue receipts thereof, (ii) Keep all accounts of the Association and prepare annual statement of accounts for submitting to the Council and to the Auditors, (iii) In consultation with the Secretary prepare the annual budget of the Association for presentation to the Council, (iv) Prepare the list of defaulting members, and (v) Disburse sums due from the Association according to the rules given in article IV of the Rules and Regulations. During the periods of absence of the Treasurer from the country or his unavailability for any other reason the President shall authorise either the Secretary or the Joint-Secretary to act as Treasurer.

  4. The President, the Secretary and the Treasurer shall act as an Interim Committee of the Council for disposing of minor matters which, in their judgement, do not call for submission to the entire Council. The acts of the Interim Committee shall be reported during the next meeting of the Executive Council.

  5. The Council may assign any specific responsibility (such as printing or sale of its publications) to any of its members.

  6. The Executive Council shall form an Advisory Committee to advise it on the scientific programmes of the Association. This advisory Committee shall be nominated by the Executive Council taking care that there is representation from each active centre in India. The Secretary of the Council keep members of the Advisory Committee informed about the decisions taken by the Executive Council.

  7. An office bearer or any other member of the Association shall not receive, directly or indirectly, nay salary, compensations or emoluments from the Association unless authorized by the Council.

  8.  The members of the Council or of duly appointed subcommittees and panels shall not be held liable in respect of any act done in good faith

  9.  The responsibility of bringing out a publication of the Association shall rest with the concerned Editor, The Editors of the various publications of the Association shall constitute a Joint Board of Editors for all the publications of the Association. The Council shall appoint one of the members of the Joint Board of Editors as the Chairman of the Joint Board of Directors.
